MINUTES OF THE DERWEN COMMUNITY COUNCIL MEETING HELD ON WEDNESDAY 15TH NOVEMBER 2017 IN THE CHAPEL VESTRY, DERWEN AT 7.30 P.M.


PRESENT: Councillors Llefelys Rees (Chairman), Erfyl Roberts, Thomas Griffiths, Hywel Jones, John Crowhurst and the Clerk.


1: APOLOGIES: Councillors Gaynor Jones and Robert Hughes.


2. DECLARATIONS OF INTEREST.

None received.


3. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.

Members confirmed 20th September 2017 minutes as a true record and signed by the Chairman.


4. MATTERS ARISING FROM THE MINUTES.

A. Denbighshire County Council Highways Department reported on the following issues:-

1. Notice has been served to cut the highway verge hedge at Parc Bach in Derwen.

2. Gully’s have been cleaned at Station House, Derwen and Community Centre, Clawddnewydd.

3. Construction work is required on the Gweni to Bryn Siriol Hill gully.

4. Standing water on the Cambwll Road cannot be resolved.

B. Councillor Hywel Jones still awaits a formal reply from Adrian Hibbert and Garry Davies from Denbighshire County Council Countryside Services for permission for the required works required for the Clawddnewydd Pond.

C. Councillor Hywel Jones has ordered two “Notice Boards” for the villages of Derwen and Clawddnewydd from Earth Anchors.

D. Councillors Llefelys Rees and Hywel Jones reported on the site meeting with Rheinallt Jones, Electrician, who has confirmed it is possible to connect electric for the Defibrillator Heated Cabinet at the Derwen Phone Box. Members resolved to appoint Mr Jones for the required work.

E. Members reported that local residents will write letters to Denbighshire County Council confirming that the public footpath at “Cefn Tilin”.


5. FINANCE.

A. Bank balances - £14,069.00.

B. Bill payments:-

1. John Lloyd – two grass cuttings of the parish greens - £144.00.

2. Clerk’s salary for the quarter ended 31st December 2017 - £300.00.

3. PAYE for the quarter ended 31st December 2017 - £75.00.

4. Earth Anchors – two village notice boards - £1,165.20.

5. Chairman’s Allowance for the 2017/18 financial year - £200.00.

C. Council’s completed financial return for the year ended 31st March 2017 from BDO (Southampton), External Auditors.


6. PLANNING APPLICATIONS.

None received.



7. CORRESPONDENCE.

A. Following the request from the Highways Department of Denbighshire County Council for the Community Council’s list of priority roads for consideration for capital work for the 2018/19 financial year, the members provided the following list of priority roads:-

1. Derwen Village to Gwerni.

2. Parc Lodge to Sarnant Gwyn in Derwen.

3. Plas Lelo to Parc Lodge in Derwen.

B. the Modernising Education Officer of Denbighshire County Council reported that Wynne Construction has been appointed to build the new Ysgol Carreg Emlyn Primary School in Clocaenog and the ongoing negotiations with the land owners over the purchase price of the land means that the commencement of the construction will noe commence before Spring 2018 at the earliest.

C. the Highways Department of Denbighshire County Council will only provide heaped highway verge grit on hills and corners.


8. DISCUSSION WITH THE PUBLIC.

The report was received on the mud on road between Derwen Village and Gwerni and the members resolved for the Clerk to inform the Highways Department of Denbighshire County Council to sweep the road.


9. URGENT BUSINESS UNDER SECTION 100B(4) OFTHE LOCAL GOVERNMENT ACT 1972.

A. Members noted the recent sad death of former Community Councillor Arwyn Jones, Maes Llan, Derwen and Councillor Hywel Jones agreed to organise a Sympathy Card on behalf of the Community Council.

B. Members resolved for the Clerk to write to the organisers of Wales Rally GB 2017 regarding the speeding traffic through Clawddnewydd village and highway verge parking along the Glan Gors, Clawddnewydd highway at the event on 26th October 2017.


10. NEXT COUNCIL MEETING – Wednesday 17th January 2018 at Canolfan Cae Cymro, Clawddnewydd at 7.30 p.m.


MINUTES OF THE DERWEN COMMUNITY COUNCIL MEETING HELD ON WEDNESDAY 17TH JANUARY 2018 IN THE COMMITTEE ROOM, CANOLFAN CAE CYMRO, CLAWDDNEWYDD AT 7.30 P.M.


PRESENT: Councillors Llefelys Rees (Chairman), Robert Hughes, Thomas Griffiths, Hywel Jones, John Crowhurst, Gaynor Jones and the Clerk.


1: APOLOGIES: Councillor Erfyl Roberts.


2. DECLARATIONS OF INTEREST.

None received.


3. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.

Members confirmed 15th November 2017 minutes as a true record and signed by the Chairman.


4. MATTERS ARISING FROM THE MINUTES.

A. Denbighshire County Council Highways Department confirmed that the mud on the road between Derwen Village and Gwerni has now been cleared.

B. Members resolved for the Clerk to ask the Highways Department for a timescale on the construction work on the gully by Hendre Fawr in Derwen.

C. One local resident has written a letter confirming that “Cefn Tilin” is a public footpath and the Clerk awaits further letters of support before forwarding to Denbighshire County Council.

D. Denbighshire County Council updated Council on the new Ysgol Carreg Emlyn Primary School in Clocaenog:-

1. The land purchase is imminent.

2. Wynne Construction has been appointed as the lead contractor.

E. The two new community notice boards have now been delivered for the villages of Clawddnewydd and Derwen. Councillor Hywel Jones has erected the Clawddnewydd notice board. The erection of the Derwen notice board has been arranged for 25th January 2018.

F. The Chairman confirmed that the Defibrillator Heated Cabinet will be installed by a local electrician soon within the former Derwen Phone Box.

G. Adrian Hibbert, Denbighshire County Council Countryside Ranger, provided Council with a proposed pond works report for the Clawddnewydd Pond. Members resolved to hold a site meeting on location on 21st January 2018 to discuss the proposals contained within the report.


5. FINANCE.

A. Bank balances - £14,300.00.

B. Final 2017/18 Precept receipt - £2,000.00.

C. Payments:-

1. Wales Audit Office – External Audit Work for the year ended 31st March 2017 - £172.80.

2. Mr Colin Morgan – Annual Website Fees - £239.74.

D. Council’s 2018/19 Precept requirement – Members resolved to set the standstill Precept requirement for 2018/19 at £6,000.00.


6. PLANNING APPLICATION.

Erection of extension to dwelling (retrospective application) at Foel Gilcain, Clawddnewydd – no objections.



7. CORRESPONDENCE.

A. the Clerk circulated Members with a copy the the “Independent Remuneration Panel for Wales” annual report.

B. A number of reports were received for information purposes.


8. DISCUSSION WITH THE MEMBERS OF THE PUBLIC.

No members of the public were present.


9. URGENT MATTERS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.

Members resolved for the Clerk to report to the Highways Department of Denbighshire County Council deep dangerous potholes on the highway next to Coed-y-Foel, Derwen and Sarnat Gwyn in Derwen.

PRESENT: Councillors Llefelys Rees (Chairman), John Crowhurst, Hywel Jones, Erfyl Roberts, Gaynor Jones and the Clerk.

2. DECLARATIONS OF INTEREST.

3. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.

Members confirmed 17th January 2018 minutes as a true record and signed by the Chairman.


4. MATTERS ARISING FROM THE MINUTES.

A. the Clerk received a second letter confirming that “Cefn Tilin” is a public footpath.

B. the Highways Department of Denbighshire County Council reported:-

1. Potholes by Coed-y-Foel, Derwen were repaired on 23rd January 2018.

2. Potholes by Sarnat Gwyn, Derwen were repaired on 23rd January 2018.

3. The work required on the Gully at Hendre Fawr, Derwen will be carried out before the end of the financial year.

C. Denbighshire County Council has granted planning permission for the erection of extension to dwelling (retrospective application) at Foel Gilcain, Clawddnewydd.

D. The defibrillator heated cabinet has been installed at the former Derwen BT Phone Box by a qualified electrician. The Clerk will contact Scottish Power to reconnect the electricity supply to the dormer BT Phone Box.

E. Following the site meeting at the Clawddnewydd Pond on 21st January 2018, Councillor Hywel Jones agreed tp organise the required works on site.


5. FINANCE.

A. Bank balances £13.920.00.

B. Payments:-

1. Clerk’s salary for the quarter ended 31st March 2018 - £300.00.

2. Clerk’s expenses for the year ended 31st March 2018 - £552.00.

3. HMRC – PAYE for the quarter ended 31st Match 2018 - £75.00.

4. Canolfan Cae Cymro for the previous Council meeting - £10.00.

5. Chapel Vestry Derwen for three Council meetings for the 2017/18 financial year - £45.00.

6. One Voice Wales – 2018/19 Membership Fee - £61.00.

7. Local Eisteddfod yr Urdd Sir Ddinbych 2020 Appeal - £500.00.

C. Mr John Lloyd of Henllan quoted £72.00 per cut for the 2018/19 “Community” grass cutting. Members resolved to accept the quotation.

D. Members resolved to hold the annual “Community Wind Farm Fund Committee” on Wednesday 18th April 2018 in the Canolfan Cae Cymro, Clawddnewydd at 7.30 p.m.


6. LOCAL APPEAL FOR EISTEDDFOD YR URDD SIR DDINBYCH 2020.

The local target for the villages of Derwen, Clawddnewydd and Clocaenog for the “Eisteddfod yr Urdd Sir Ddinbych 2020” is set for £4,000.00. After discussion the Members resolved to donate £500.00 in the current 2017/18 financial year and for the grant awarded by Derwen Community Council be recognised and included in the official “Programme” of the Eisteddfod yr Urdd Sir Ddinbych 2020.

7. PLANNING APPLICATIONS.

None received.


8. CORRESPONDENCE.

A. the Hiraethog Development Strategy meeting was organised by Eirian Pierce-Jones, Hiraethog Co-ordinator on Tuesday 20th February 2018 in the Glan Llyn, Clawddnewydd to discuss opportunities for the Co-ordinator to assist communities realizing projects that will benefit the area and its people. Members resolved to invite Eirian Pierce-Jones to the next Council meeting on 18th April 2018.

B. A number of reports were received for information purposes.


9. DISCUSSION WITH THE MEMBERS OF THE PUBLIC IN ATTENDANCE.

Information received on the repair works required on the following sections of highways:-

A: Highway via Derwenfa, Derwen.

B. Highway via Sarnat Gwyn in Derwen.

C. Highway via Station House between Derwen and Bryn Saith Marchog.

Members resolved for the Clerk to report the findings to the the Highways Department of Denbighshire County Council.


10. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.

A. Members resolved for the Clerk to report the following issues to Denbighshire County Council:-

1. Parc Bach, Derwen highway hedge requires cutting.

2. Highway verge hedges/trees require cutting between the Pool Park entrance and Firgrove on the B5105 between Clawddnewydd and Ruthin.

3. Continued “Dog Fouling” problems in Derwen village.

V. Following report that the £15,000.00 Play area for the new Ysgol Carreg Emlyn in Clocaenog is to be funded by the School PTA rather from the building cost of the property, the Members resolved for the Clerk to write to the Education Department of Denbighshire County Council for the Education Department to fund the cost of the new Play Area rather than the School PTA.
